Résolution du Conflit de l’Opéra de Rome : Annulation du licenciement des musiciens d’orchestre et des choristes

Le 25 novembre 2014, les personnels de l’Opéra de Rome réunis en séance plénière ont approuvé à 97% l’accord signé deux jours plus tôt entre la direction du théâtre et les syndicats, annulant ainsi la décision prise début octobre de licencier les 182 musiciens et choristes de cette institution.

Cet accord est d’abord le résultat du travail et de l’engagement des syndicats et des musiciens italiens, qu’il faut ici saluer. Il doit aussi beaucoup à une intense mobilisation internationale qui a surpris l’administration du théâtre et les décideurs politiques concernés, les confrontant à la réprobation unanime du monde musical. La FIA est heureuse d’avoir pu, avec la FIM et UNI-MEI agissant en tant que l’IAEA (International Arts and Entertainment Alliance), contribuer à la résolution de cette crise.

L’accord obtenu prévoit d’économiser 1,5 M€ sur l’ensemble de la masse salariale, tout excédent réalisé devant être utilisé pour compenser ces économies. 1,9 M€ supplémentaires devront être économisés sur d’autres postes afin d’effacer le déficit. Un comité paritaire de suivi se réunira tous les trois mois pour analyser l’évolution de la situation financière et envisager, le cas échéant, des correctifs permettant dégager les marges financières adéquates.

Ce dispositif reconnaît de fait la pertinence d’une coopération entre direction et musiciens sur les questions stratégiques et financières. L’IAEA souhaite voir ce principe pérennisé et généralisé à tous les orchestres et théâtres d’opéra, afin de garantir la bonne marche de ces institutions et mieux assurer leur avenir.

Translate to French:] On the 25 November 2014, during a full session, Rome Opera House staff approved by 97% the agreement signed two days earlier between theatre management and unions which cancels the decision at the beginning of October to dismiss the institution’s 182 musicians and choir members.

This agreement is first of all the result of the work and commitment of Italian unions and musicians which must be applauded here. It also owes a lot to intense international mobilisation which took the opera house administration and the political decision-makers concerned by surprise, in the face of the unanimous disapproval of the music world. FIA is pleased to have been able to contribute, together with FIM and UNI-MEI, acting as the International Arts and Entertainment Alliance, towards solving this crisis.

The agreement reached makes provisions for saving €1.5M over the whole payroll, with any surplus to be used to compensate these savings. An additional €1.9M are to be saved on other items in order to wipe out the deficit. A joint monitoring committee will be meeting every three months to analyse how the financial situation is evolving and, if needs be, envisage corrective action to generate suitable financial leeway.

This scheme recognizes the relevance of cooperation between management and musicians where strategic and financial issues are concerned. The IAEA wants to see this principle sustained and extended to all orchestras and opera houses to guarantee the smooth running of these institutions and better ensure their future.
