How FIA is run

Governance and constitution

FIA is governed by its Congress, the Executive Committee and, for administrative and economic matters or urgent decisions in between meetings of the latter, by the Presidium – made of the FIA President and the six Vice-presidents.

The FIA Congress meets once every four years, the Executive Committee once a year and the Presidium whenever needed. The latter can be consulted any time by the Secretariat and does not necessarily need to meet physically, provided decisions can be taken at a distance. It must, however, report its decisions on urgent matters to the Executive Committee without undue delay. Any other decision taken by the Presidium must be brought to the attention of the next Executive Committee for approval. The work of the Federation is supported by the FIA Secretariat based in Brussels.

The countries currently sitting in the FIA Executive Committee are Japan, Croatia, Denmark, Mexico, South Africa, The Netherlands, Poland, and Turkey. The respective unions of FIA Presidium members also sit in the Executive Committee,  together with any other FIA affiliate within the same country (these countries are the USA, Sweden, France, Uruguay, Canada, the UK, and New Zealand).

Gabrielle Carteris

President

Gabrielle Carteris was first elected president of FIA in May 2021, and re-elected in November 2025. She has served as SAG-AFTRA president from 2016 until 2021, heading a union of 160,000 actors, recording artists, dancers and broadcasters. Before SAG and AFTRA merged in 2012, Carteris served in leadership positions in both unions, as well as on the merger committee. Carteris became a household name playing Andrea Zuckerman on Beverly Hills, 90210 and her resume includes work in television, film and the stage. Carteris was elected in August 2016 as a vice president on the AFL-CIO’s executive council, re-elected in 2017, and is on the board of Trustees of the Solidarity Center.  She also is a founding ambassador of ReFrame, an initiative of Women In Film and Sundance Institute to further gender parity in the media industry. In 2017, Carteris was appointed commissioner to the Hollywood Commission on Eliminating Sexual Harassment and Advancing Equality. She also serves as a trustee of the American Film Institute and is a board member of the SAG-AFTRA Foundation.

Simon Norrthon

Vice-President

Simon Norrthon is a Vice-President of FIA. He is the President of Scen & Film, The Swedish Union for Performing Arts and Film, representing and organising 8800 authors, performers, technical staff at theatres and in the film industry, as well as administrative personnel at theatres, covering the entire spectrum of entertainment and the arts. Simon still has an active career as an actor and joined the union 1992. He is a senior lecturer at Stockholm Academy of the Arts and member of the board at the Swedish Arts Grants Committee. He is also president of Rättighetsbolaget, the CMO owned by Scen & Film, collecting and distributing remuneration and royalties for copyright usage, monitoring and affecting copyright legislation and practices, as well as negotiating agreements for copyright usage.

Marie Soubestre

Vice-President

Marie Soubestre is Vice-President of FIA since 2025. She is a working opéra singer with a specific focus on contemporary music and creation. Marie is a member of the French union Syndicat français des artistes-interprètes, SFA, since the very beginning of her career and has been elected to the national board in 2016. She is particularly involved in the issues related to live performance and social protection.

Alicia Dogliotti

Vice-President

Alicia Dogliotti is the former president of the Uruguayan Actors’ Union SUA (Sociedad Uruguaya de Actores). She graduated from the Multidisciplinary School of Dramatic Art in 1987 in Montevideo, Uruguay, and obtained a Master degree of Arts from UIC, Chicago, in 1992. She is an actress, director and playwright in theater, both for adults and children. She also has been General Secretary of SUA from 1996 to 2003, and has held different positions of responsibility within FIA-LA, the Latin-American group of FIA.

Marie Kelly

Vice-President

Marie Kelly is a veteran lawyer with a long history of representing workers’ rights within Canada’s labour movement. She joined ACTRA as National Executive Director in spring 2019 after six years at the Ontario Nurses’ Association (ONA). Prior to ONA, she worked for the United Steelworkers where she served in various capacities starting out as legal counsel and becoming the first woman in North America to be appointed Assistant Director. Defending and enhancing the rights of working people is both Marie’s passion and profession. As ACTRA’s Chief Negotiator, she continues to set the standards for collective bargaining in the arts and be a leading voice for Canadian culture.

Paul W Fleming

Vice-President

Paul W Fleming is the Vice-President of FIA. He is the General Secretary of Equity UK, the trade union representing more than 47,000 performers and creative practitioners working in the arts and entertainement industry. Paul joined Equity in 2011 as the union’s yougest organiser and went on to become Central London Theatres organiser. Prior to this, he worked across Yorkshire and the Humber in the UK for the general trade union Community.

Jennifer Ward-Lealand

Vice-President

Jennifer Ward-Lealand, a long-standing member of Equity New Zealand since 1983, has served as its President since 2007 and became FIA Vice-President in 2025. With over 40 years of experience as an actor, director, teacher, and accredited Intimacy Coordinator, she has worked extensively across theatre, film, television, musical, and radio. Jennifer has also played key governance roles, including as a founding board member of Watershed Theatre, co-founder of The Actors’ Program, patron to several theatres, and trustee for multiple arts and cultural organizations. Her contributions have been widely recognized: she was appointed ONZM in 2007, named SPADA Industry Champion in 2018, appointed CNZM and awarded a Woman of Influence Award in 2019, and honored as the Kiwibank New Zealander of the Year in 2020.

Dominick Luquer

General Secretary of the
International Federation of Actors

Appointed to this position in 2001 when the Federation was still based in London, he moved the FIA Secretariat to Brussels to be closer to the EU decision-making process. He holds a legal degree from the Catholic University of Milan and a Master’s degree in European law from the College of Europe, Bruges. His main fields of expertise include intellectual property rights, trade union training, fundraising, lobbying and management. He is fluent in Italian, French, English and Spanish.

Dearbhal Murphy

Deputy General Secretary of the International
Federation of Actors

Appointed to this position in 2008, she holds a degree in languages from University College Cork and a Master’s degree and Diplôme d’Etudes Approfondies (DEA) in International Relations from the University of Limerick and the Institut d’Etudes Politiques, Paris. She assists the General Secretary in all fields of activity of the Federation, with additional emphasis on European affairs and coordinates the work of the European group of FIA: EuroFIA. She is fluent in English, French and Dutch.

Anouk Van den Bussche

Head of Communications of the
International Federation of Actors

Appointed to this position end 2013, she holds a Bachelor’s degree in Sociology from the University of Poitiers and Portland State University, a Master’s degree in Cultural Management from the University of Lille, and a complementary Master’s degree from the European Studies Institute, Brussels. She is in charge of communications for the Federation and coordinates the work of FIAs’ regional group in Latin America: FIA-LA. She is fluent in French, English, Spanish and Dutch.

Camille Richard

Appointed to this position in 2014, she graduated from the Institut d’Etudes Politiques of Aix-en-Provence and holds a Master’s Degree in European Politics from the University of Aix-Marseille. She is in charge of the coordination of FFN (FIA Future Now, our Young Members Committee) and assists the General Secretary and the Deputy General Secretary in their projects. She is fluent in French, English and Spanish.
